Legion artifacts do not automatically scale with your level, but you can upgrade them with Relics, which are inserted into the three relic slots at the top of your artifact weapon interface. You do not need to visit your Order Hall to interface with the artifact forge to do this.
Do Legion artifacts work in Chromie time?
No. I demand on behalf of myself and everyone who like me was looking forward to Chromie Time Artifact weapon, etc that this gets rectified! Simply have it that the artifact weapon not work outside of Chromie Time. The ilvl buff of the relics means the weapon isn't useless.
